Throughout the year, large quantities of seeds, pollen, leaves, and other organic matter fall into the open reservoirs, creating water quality concerns and operational difficulties. During spring seasons, sycamore seeds and cottonwood dander frequently clog outlet screens, while fall brings leaf accumulation that can lead to algae and bacteria growth. The city must perform labor-intensive cleaning operations multiple times per year, sometimes requiring extended reservoir shutdowns that impact water system reliability.
To achieve LT2 compliance and address these ongoing challenges, Rochester is evaluating several potential solutions including installing reservoir covers, implementing ultraviolet light disinfection systems, constructing buried concrete storage tanks, or reconfiguring the system by removing Highland Reservoir from service.
